Board of Supervisors Approves McKay's Board Matter Concerning Unlicensed Contractors

All of McKay's board matters were approved during Tuesday's Board of Supervisors meeting.

During Tuesday's Board of Supervisors meeting, the board approved Lee District Supervisor Jeff McKay's board matter proposing incorporating House Bill 1277 into the Fairfax County code to help curb the activity of unlicensed contractors in the county.

During 2012, the General Assembly passed HB1277 which gives "localities the authority to establish a civil penalty of up to $2,500 for individuals or businesses that falsely represent that they have a valid local contractor’s license." With this bill currently in effect, individuals and businesses would be in violation as soon as the false representation is made — even if a prospective customer doesn't enter into a contract with the individual. Unlike HB1277, the Fairfax County code allows prosecution only if a written or verbal contract is made.

County staff will return to the Board with options for including this legislation in Fairfax County along with recommendations for getting necessary funding and resources to protect residents.

The Board also approved McKay's proposal of writing and sending a letter to the county's congressional delegation in support of HR 2716 which allows "local governments to partner with the federal government in collecting delinquent local tax obligations by reducing federal tax refunds for delinquent individuals. 

Specifically, the bill would extend to local governments the Federal Offset Program, established to allow state governments to submit unpaid income taxes to the Treasury Department, which then offsets the owed taxes with reductions in the federal income tax refunds of delinquent individuals," reads McKay's proposal.

The Board also approved the acknowledgement of Groveton's rich history which local resident Charlotte Brown wrote about in her book Groveton.

McKay's board matter concerning the members of the Board joining him at this year's Springfield Community BridgeWalk was also approved. The event is planned for 7:30 p.m. Aug. 27 at the Veterans Bridge in Springfield. Members of the Springfield community will march over the bridge and host a community celebration at the American Legion end of the bridge. The celebration will include music and food from local restaurants.

The Board members will also be present at this year's Lee District Resource Fair from 9 a.m. to noon Sept. 21 at the Franconia Government Center.
