This video was recorded on Tuesday, April 15, around 7 a.m. by a resident in the 2600 block of Arlington Drive off of Richmond Highway.

The witness observed and recorded the suspect as he peeped into an apartment window and touched himself inappropriately. An investigation determined a woman was in that room at the time of this incident.
